Dr. Stephen King MB.BS, FRCPC, OBE, SL

Managing Director

Dr. Stephen King is a pathologist. He is Fellow of the Royal College of Physicians of Canada and an International Fellow of the College of Pathologists of the USA. He was one of the architects of the Saint Lucia Health Sector Reform Proposals 2000, the Universal Health Care Proposal of 2003, and the National Strategic Plan for Health.

He was one of the co-founders and the first chairman of the AIDS Action Foundation and one of the co-founders of RISE (St.Lucia) Inc. He is the chairman of the Caribbean Medlab Foundation. He was an appointed Independent Senator in Saint Lucia 2011-2016. He was educated at St. Mary’s College 1969-1974. He continued at the Sir Arthur Lewis Community College and was awarded the island scholarship in 1976. He pursued a degree in Medicine at UWI. He graduated in 1982 with honors in Medicine and Therapeutics. He worked as a DMO in Soufriere from 1983-1985.

He then pursued his postgraduate studies in pathology at the University of Toronto 1985-1989. He returned to Saint Lucia in 1989 as the Consultant Pathologist at the Government hospital where he established the Ezra Long Laboratory which he directed until 2004. He was the Chief Medical Officer at the Ministry of Health from 2004-2007. He founded Laboratory Services and Consultations Limited in 1993.

He was one of the founders of Medical Associates Limited which owns Tapion Hospital. He was awarded the Most Excellent Order of the British Empire (OBE) in 2008 for his contribution to Medicine and the Saint Lucia Cross in 2018 for his contribution to Society.

Mrs. Rumelia King

Director – Human Resources

Mrs Rumelia Dalphinis-King is a private practice social worker  who works with families and individuals. Especially, separating and divorcing parents. She is a trained and certified Court Appointed Mediator, mediating both family and civil matters. She comes with a wealth of experience in the area of communication and conflict resolution.

She has a Bachelor of Arts in Social Science (with specialization in counseling) from Middlesex University, a Diploma in Higher Education, Middlesex University. A Certificate in Critical Incident Stress Debriefing, Certificates in  Mediation, including family mediation and coaching trainee mediators. Certificate in Advance Negotiations. She has AFCC training in, Child Custody Evaluations, Brief Evaluations in custody cases, Voice of the Child in Custody, Parent Coordination and High Conflict Clients, Advance Parent Coordination, Parental Alienation in Custody, Responding to Parental Alienation in the Justice System, Family Court Practice and protocols.

She has been a shareholder and on the Board Directors of Laboratory Services and Consultations Limited  where she currently is the Human Resource Director.

Ms. Alison King

Director

Alison King is a civil (environmental) engineer with over 35 years’ experience in Saint Lucia and the region, engaged in environmental consulting for a broad range of public & private sector projects since 2002. Prior to that she worked in the public sector in Saint Lucia, managing infrastructure development projects in water and solid waste, and serving as Permanent Secretary in the Ministry of Planning, Development, Environment and Housing.  

As a consultant, she engages in environmental, climate and disaster risk management consultancies, many of which are funded by multilateral development banks such as the World Bank and the Caribbean Development Bank. Alison King has a BSc (1st Class Hons.) in civil engineering (UWI, 1985) and an MEng in environmental engineering (University of Toronto, 1989).

Mrs. Combie Matyr

Is the holder of a Bachelor of Science Degree from the University of the West Indies Mona Jamaica and a Bachelor of Laws Degree from the University of London, England.  She is a Barrister at Law called to Bar of England and Wales, a member of the Honourable Society of Grays Inn, London, England and an Attorney at Law of the Eastern Caribbean Supreme Court, practicing in Saint Lucia, of many years standing.

Mrs. Combie Martyr is a member of the Chartered Institute of Arbitrators and a Court connected Mediator to the Eastern Caribbean Supreme Court.

She currently serves as a member of the panel of lawyers for Saint Lucia Development Bank, is the Legal Advisor to the Bay Gardens Group and Laboratory Services and Consultations Limited.

Mrs Combie Martyr served as an acting High Court Judge, Eastern Caribbean Supreme Court, assigned to Anguilla, St Vincent & the Grenadines and Montserrat.

She also served as Chairperson of the Saint Lucia Electoral Commission from 2014-2021
